Vision and Strategic Objectives

Plan 2028 is designed to transform Paraguay into a logistical hub in South America by focusing on multimodal transport, sustainable development, and institutional efficiency. The plan aligns with national development policies and integrates objectives from the National Development Plan 2030.

The five core strategic pillars are:

1. Improve access to public infrastructure and essential services for all Paraguayans.
2. Modernize and expand transportation networks to enhance national and international connectivity.
3. Ensure transparent and efficient management of public resources within MOPC.
4. Promote the exploration and use of natural resources responsibly and sustainably.
5. Accelerate the transition to affordable and renewable energy sources.

🏗️ Key Investment Areas

The USD 5.5 billion budget is distributed across four main infrastructure sectors:

1. Transport & Logistics Infrastructure (USD 3.45 billion)

Paraguay aims to strengthen its road, port, and airport infrastructure to support regional trade and domestic mobility.

• Silvio Pettirossi International Airport Expansion (USD 243 million)
  A major modernization of Paraguay’s main international airport.
• Bioceanic Corridor (Sections 2 and 3)
  Completion of crucial segments of the East–West logistics corridor connecting Brazil, Paraguay, and Chile.
• Major Highway Projects:
  • PY01 (USD 430 million) – Vital connection from Asunción to the south.
  • PY12 (USD 180 million) – Strategic route toward the western Chaco region.
  • PY15 (USD 110 million) – Near the Bolivia border, supports regional integration.
  • PY17 (USD 220 million) – Enhancing access to the northeast.
  • PY19 (USD 180 million) – Agricultural transport route.
  • PY20 (USD 237 million) – Corridor through the central region.
  • PY22 (USD 158 million) – Supporting eastern agricultural zones.
• Port Development in Pilar & Road PY21 (60 km)
  Enhances fluvial transport infrastructure along the Paraguay River.

2. Water and Sanitation (USD 1.7 billion)

Plan 2028 prioritizes universal access to clean water and modern sewage systems.

• USD 525 million in approved funding from multilaterals (IDB, CAF, World Bank).
• USD 1.09 billion planned in new water treatment, sewage, and distribution projects.
• USD 60 million for mid-sized cities to improve their water infrastructure.

3. Social Infrastructure (USD 425 million)

These projects aim to reduce inequality and improve the quality of life for vulnerable populations.

• Education Infrastructure:
  • Renovation of 300 schools and 16 technical training centers with a World Bank loan of USD 100 million.
• Healthcare:
  • Construction of five new hospitals, two of which are already underway.
• Urban Resilience:
  • USD 105 million for the Resilient Urban Coastal Strip Project in Asunción, tackling flood risks and informal settlements.
• Social Housing:
  • 1,500 apartments in Tacumbú District (USD 100 million), providing modern housing for low-income families.

4. Public Transportation and Mobility (USD 550 million)

This segment targets the modernization of urban transit systems:

• Suburban Commuter Train (USD 550 million):
  A new rail connection between Asunción and Ypacaraí to decongest road traffic and reduce pollution.
• Urban Mobility Improvements:
  Bus fleet renewal, better transit infrastructure, and intelligent mobility planning for metropolitan areas.

Funding Strategy & Private Sector Involvement

Not all projects will be financed solely by public funds. MOPC plans to mobilize private sector capital through:

• Public-Private Partnerships (PPPs) – Especially for large-scale transport projects.
• Concessions, such as the planned PY03 highway project.
• Turnkey Projects under Law 5074 – where contractors deliver complete infrastructure solutions.

Socio-Economic Impact

Plan 2028 aims to:

• Generate over 300,000 jobs in the construction and service sectors over five years.
• Increase infrastructure investment to 4% of Paraguay’s GDP, in line with international development benchmarks.
• Support sustainable urbanization, reduce poverty, and connect remote regions to growth opportunities.

Strategic Importance

By linking major production regions with ports, airports, and neighboring countries, Plan 2028 positions Paraguay as a bridge between the Atlantic and Pacific. It complements larger regional infrastructure initiatives like the Bioceanic Corridor and supports trade integration under MERCOSUR.
