<p class="">The&nbsp;<strong>Strategic Institutional Plan 2024–2028</strong>, commonly known as&nbsp;<strong>Plan 2028</strong>, is a comprehensive roadmap developed by Paraguay’s&nbsp;<strong>Ministry of Public Works and Communications (Ministerio de Obras Públicas y Comunicaciones, MOPC)</strong>. It aims to modernize the country&#8217;s infrastructure, improve access to essential services, and boost economic growth through a portfolio of high-impact public investments worth&nbsp;<strong>USD 5.5 billion</strong>.</p>



<h3 class=" wp-block-heading">Vision and Strategic Objectives</h3>



<p class="">Plan 2028 is designed to transform Paraguay into a&nbsp;<strong>logistical hub in South America</strong>&nbsp;by focusing on multimodal transport, sustainable development, and institutional efficiency. The plan aligns with national development policies and integrates objectives from the&nbsp;<strong>National Development Plan 2030</strong>.</p>

<h3 class=" wp-block-heading">1.&nbsp;<strong>Transport &amp; Logistics Infrastructure (USD 3.45 billion)</strong></h3>



<p class="">Paraguay aims to strengthen its road, port, and airport infrastructure to support regional trade and domestic mobility.</p>

<li class=""><strong>Silvio Pettirossi International Airport Expansion (USD 243 million)</strong><br>A major modernization of Paraguay’s main international airport.</li>



<li class=""><strong>Bioceanic Corridor (Sections 2 and 3)</strong><br>Completion of crucial segments of the East–West logistics corridor connecting Brazil, Paraguay, and Chile.</li>

<p class="">Plan 2028 prioritizes universal access to clean water and modern sewage systems.</p>

<li class=""><strong>USD 525 million</strong> in approved funding from multilaterals (IDB, CAF, World Bank).</li>



<li class=""><strong>USD 1.09 billion</strong> planned in new water treatment, sewage, and distribution projects.</li>

<p class="">This segment targets the modernization of urban transit systems:</p>

<li class=""><strong>Suburban Commuter Train (USD 550 million):</strong><br>A new rail connection between Asunción and Ypacaraí to decongest road traffic and reduce pollution.</li>



<li class=""><strong>Urban Mobility Improvements:</strong><br>Bus fleet renewal, better transit infrastructure, and intelligent mobility planning for metropolitan areas.</li>

<p class="">Not all projects will be financed solely by public funds. MOPC plans to mobilize private sector capital through:</p>
